Each quarter, new proposals arrive at your desk. Shortlist the promising ones, choose how much funding they receive, and place approved projects in your laboratory. Neighboring projects can interact — sometimes creating useful synergies, sometimes creating extremely expensive problems.
Balance your budget, satisfy the Board’s yearly mandates, protect reality, and build a research record worth remembering.

Really clever concept. Turning weird research funding into the core strategy loop works surprisingly well, and the three-year structure gives the decisions some nice pressure.
